The study aims at defining the collection building and development policy at University of Mosul Central Library through studying this policy and its steps depending on the field study achieved in the acquisition department to define its system and suggest a policy to develop the electronic collection through a systematic planning. The theoretical part discussed the concept of collection building policy including studying user's community, building policy, selection, acquisition, weeding and lastly evaluating these collections.
